Board of Selectmen, Assessors and Overseers Meeting

 

 

 

October 10, 2011

 

Present: 

George D. Richardson, Jr, Gerald A. Bodmer & Ross Norton

Citizens: John & Ruth Nelson, Ann Cavanaugh, Carole Bodmer, Dennis Dunbar

Guests: Charlotte Boynton (Wiscasset Newspaper), Robert Fairfield

 

7:00 P.M. Commenced Public Hearing on General Assistance Ordinances A-C.

After public discussion, George motioned to adopt the model General Assistance Ordinances A-C; Ross 2nd, vote 3-0

George motioned to close the public hearing at 7:05 P.M.; Jerry 2nd, 3-0

 

1. BOS Meeting Commenced:

George called the meeting to order at 7:07 p.m.

 

Business Conducted;

 

2. Warrant:  

George motioned to approve Warrant # 15 for a total of $ 44,943.52

 (Payroll- $1,202.54 payables- $ 43,740.98); Jerry 2nd, vote 3-0

 

3. BOS Minutes:

George motioned to approve the minutes of the September 12 & September 26, 2011 selectman’s meeting; Jerry 2nd, vote 3-0

 

4. Citizen Issues:

  • Dennis Dunbar, representing the Delorme Mapping Committee, advised the BOS that the Delorme XMap Web service will no longer be available by the end of the year. He advised that it could be replaced by either PDF or HTML format pages which could provide overview maps as well as condensed commitment tables. Dennis further advised that the Committee still had $1,000.00 available to use in the purchase of new software in future years should it be needed. George motioned to leave “name masking” in place in the PDF format file; Jerry 2nd, vote 3-0
  • John Nelson advised the BOS that a work party was being formed to work with Dave Allen on Saturday (Oct. 15th) @ 1 P.M., to pull out the floats at the Ferry Landing.

 

5. MMA Risk Management:

George advised that the MMA Risk Management Services provided a 2011 dividend payment of $698.00 to Westport Island.

 

6. Baker Road Issue:

George advised that the entrance to the Baker Road from the Main Road had now been tarred by the State, using aggregate, and so far was holding up to whatever causes deterioration in that area.

 

7. ShoreFront/Depth Value Methodology:

George advised of a new formula created by the Certified Assessor (Eugene Huskins)  & the BOS Assessors, to determine shorefront lot values that have a depth of less than 75’. He motioned to approve this new methodology and enter it into the town assessing specifications; Ross 2nd, vote 3-0

 

8. MDOT Roadwork:

George advised that Mike Burns from the MDOT said that his crew had finished with ditching and would try to get back to do more culverts. Jerry advised that at least three more culverts needed replacement as well as ditching was still needed within 1.75 miles from beginning at the bridge.

 

9. Abatements:

George motioned to grant the following abatements;

 

 Leigh M. & Raye Amirault, Map 2 / Lot 9.2- $39.90 for 2011; Ross 2nd, vote 3-0

This abatement was caused by an error made in 1986 when Lot 9.1 had 1.4 acres deeded out to become Lot 9.2 but was incorrectly assessed for 9 acres.

 

 Ellen Grant & Leigh M. Amirault, Map 2 / Lot 9.1- $10.49 for 2011; Ross 2nd, 3-0

This abatement is because this Lot is only 7.6 acres vice 9 acres.

 

 Veronica & Mario DePietro, Map 6 / Lot 27.2- $273.24 for 2011; Ross 2nd, 3-0

 

 Sandra Richardson, Map 5 / Lot 20, 21 & another small parcel now combined to all   become Map 5 / Lot 20  (.79 acres) $136.47 for each year 2009-2011; Ross 2nd, 3-0

 

10. History Committee Request:

George advised that Bill Cooney, representing the History Committee, had requested $500.00 from the Doggett Fund to be used to copy 151 “Lantern Slides” into TIF & JPEG files for preservation. George motioned to authorize up to $500.00 for that effort; Ross 2nd, 3-0

 

 

11. MacNamara Foundation Tax Compromise:

George motioned to approve the final settlement request for $5,000.00, to be taken from the contingency fund, to drop the 2003 real estate tax case with prejudice, for property located on Tax Map 2 / Lot 7; Ross 2nd, 3-0

 

12 BOS Meeting Schedule:

The next BOS meeting on 10/24/11 will commence the fall weekly schedule.

 

13. Meeting Adjourned:

George moved to adjourn the meeting at 08:45 P.M.; Ross 2nd, vote 3-0
